CJP Protest: दिल्ली पुलिस ने कॉकरोच जनता पार्टी यानी CJP को 10 अक्टूबर को जंतर-मंतर पर प्रस्तावित प्रदर्शन की अनुमति देने से इनकार कर दिया है. पुलिस ने इसके पीछे कम समय में आवेदन दिए जाने, पहले हुए प्रदर्शन में नियमों और निर्देशों का पालन नहीं करने तथा मौजूदा कानून-व्यवस्था और सुरक्षा से जुड़ी चिंताओं का हवाला दिया है.
दिल्ली पुलिस के मुताबिक नई दिल्ली जिला पुलिस को 7 अक्टूबर को CJP के सह-संयोजक सौरभ दास की ओर से 10 अक्टूबर को जंतर-मंतर पर प्रदर्शन के लिए आवेदन मिला था. पुलिस ने कहा कि निर्धारित दिशा-निर्देशों के अनुसार किसी भी प्रस्तावित प्रदर्शन की सूचना कम से कम 10 दिन पहले दी जानी चाहिए. ऐसे में प्रदर्शन की तारीख से कुछ ही दिन पहले आवेदन मिलने के कारण अनुमति देने में परेशानी थी.
पुलिस ने CJP के पुराने प्रदर्शन का भी हवाला दिया. संयुक्त पुलिस आयुक्त नूपुर प्रसाद ने कहा कि पहले एक प्रदर्शन के लिए पार्टी को अनुमति दी गई थी, लेकिन उस दौरान आयोजकों ने पुलिस के कानूनी निर्देशों और अपने दिए गए आश्वासनों का पालन नहीं किया था. पुलिस के अनुसार, इस बार अनुमति नहीं देने के फैसले में इस पुराने रिकॉर्ड को भी ध्यान में रखा गया.
नूपुर प्रसाद ने कहा कि मौजूदा कानून-व्यवस्था की स्थिति को देखते हुए सार्वजनिक सुरक्षा, कानून-व्यवस्था और यातायात व्यवस्था बनाए रखना पुलिस की प्राथमिकता है. इन्हीं परिस्थितियों को देखते हुए CJP के प्रस्तावित प्रदर्शन की अनुमति को मंजूरी नहीं दी गई है.

She adds, "Permission is granted solely for peaceful protests; our role is to facilitate the process so that the protest can conclude peacefully... If you attack us, you disrupt the peace... We are part of you, and it is your duty to respect everyone... if permission for a protest has been granted and you are proceeding legally, we facilitate that protest. Jantar Mantar has hosted hundreds of protests, so please abide by the rules. Adhere to the law, as the right to protest is not exclusive to any single individual—it belongs to everyone..." Regarding the claims that the police are stopping people and making announcements at various locations, she says, "Section 163 of the BNSS is currently in force, and these announcements are being made under that provision. These announcements are entirely lawful and are being conducted in a legal manner."

दिल्ली पुलिस ने यह भी बताया कि नई दिल्ली क्षेत्र में भारतीय नागरिक सुरक्षा संहिता यानी BNSS की धारा 163 लागू है. यह प्रावधान ऐसी परिस्थितियों में एहतियाती प्रतिबंध लगाने की अनुमति देता है, जहां सार्वजनिक व्यवस्था और सुरक्षा बनाए रखने के लिए तत्काल कदम जरूरी माने जाते हैं. पुलिस ने चेतावनी दी है कि धारा 163 के तहत लागू प्रतिबंधों का उल्लंघन करने वालों के खिलाफ कानूनी कार्रवाई की जा सकती है.
इस बीच 10 अक्टूबर को राजधानी में कई प्रदर्शनों की संभावना को देखते हुए दिल्ली पुलिस ने दिल्ली मेट्रो रेल कॉरपोरेशन यानी DMRC को 57 मेट्रो स्टेशनों पर एहतियाती कदम उठाने का प्रस्ताव दिया है. पुलिस ने संवेदनशील इलाकों की ओर भीड़ बढ़ने की आशंका जताते हुए कुछ स्टेशनों पर प्रवेश और निकास द्वार बंद करने तथा जरूरत पड़ने पर मेट्रो की फ्रीक्वेंसी कम करने का सुझाव दिया है.
पुलिस के प्रस्ताव के मुताबिक, ये एहतियाती इंतजाम शुक्रवार रात 9 बजे से शुरू किए जाने और 10 अक्टूबर को स्थिति सामान्य होने तक जारी रखने की बात कही गई है. हालांकि, पुलिस के पत्र में केवल DMRC से अनुरोध किया गया है. इससे यह पुष्टि नहीं होती कि सभी 57 स्टेशनों पर प्रवेश-निकास बंद करने या मेट्रो सेवा की फ्रीक्वेंसी कम करने का फैसला DMRC ने मंजूर कर लिया है.
